Monitoring Report: Nomination, selection, and appointment process of the new members of the National Election Board of Ethiopia

This Coalition of Ethiopian Civic Society Organizations for Elections (CECOE) NEBE Board Members Appointment Procedure_V6 monitoring report provides detail account of 2025 appointment of a new National Election Board of Ethiopia. Vice Chairperson and two Board members, anchored in Proclamation No. 1133/2019 and the NEBE’s reform-era trajectory. It summarizes context (reestablishment, leadership transitions), then tracks the legal framework and the eight-member Nomination Committee, the open call (April 9–29, 2025), shortlisting from 1,000+ nominations to finalists, submission to the Prime Minister, and the House of Peoples’ Representatives’ appointment on June 12, 2025. The report assesses practice against the law—gender balance requirements, consultation with political parties, and transparency in screening—while noting strengths (multi-channel public access, ethnic/religious inclusion) and gaps (limited disclosure of shortlisting criteria; dominance of legal backgrounds over broader technical expertise). It closes with actionable recommendations for the Committee, political parties, and CSOs to improve future appointments.
