CECOE’s current five-year strategic plan sets five goals: promote civic and voter education with members; enhance free, fair and transparent elections; improve the electoral legal framework through research and advocacy; strengthen CECOE and member CSOs; and improve collaboration and resource mobilization.

CECOE’s first strategic plan, prepared in October 2019 ahead of the 6th General Election. It set four thematic areas: civic and voter education; election monitoring and observation; advocacy and stakeholder engagement; and research and capacity building. It was replaced by the Strategic Plan 2023–2027.
