- Background
The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) is a coalition of over 175 civil society organizations operating in all regional states and the two city administrations. CECOE was established in 2019 with the aim of augmenting and coordinating the role of Ethiopian CSOs in election observation, monitoring, voter education, and preventing post-electoral conflicts. CECOE has a proven track record of success, having observed the 6th General Election of Ethiopia, the Sidama referendum, the South West Ethiopia Peoples’ Region referendum, the South Ethiopia referendum, and the referendum rerun in Wolaita Zone. CECOE has also been engaged in various advocacy activities, including advocating for electoral reforms, peacebuilding, and enhancing the participation of women in Ethiopian politics.
CECOE is currently implementing a project titled “Civic Education for Better Civic Engagement and Political Participation in Ethiopia.” This project is funded by the German Government and supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the “Support to Good Governance (S2GG) in Ethiopia” as part of the project CECOE has developed civic education training manual. CECOE recognizes the importance of reaching diverse communities across Ethiopia.
To achieve this, CECOE will hire translators to translate the second part of the manual, which focuses on the civic education content, from English into five local languages (Amharic, Oromiffa, Tigrigna, Afar, and Somali). The translated manuals will serve as valuable resources for civic education activities at the grassroots level to be conducted by CECOE, its member organizations, and other interested stakeholders. By reaching communities with diverse linguistic backgrounds, CECOE will contribute to strengthening democracy in Ethiopia.
- Translate written documents from English to Amharic, Oromiffa, Tigrigna, Afar, and Somali languages with accuracy, attention to detail, and maintaining the intended meaning.
- Ensure the translated contents are culturally appropriate and free from grammatical errors.
- Adapt the style and tone of the translation to the target audience while retaining the integrity of the original text.
- Provide accurate and timely translations within the agreed-upon deadlines.
- Review and proofread translated documents to ensure accuracy, consistency, and adherence to quality standards.
- Edit and revise translated content to improve readability and clarity.
- Collaborate with CECOE to address any feedback or concerns related to the translated content.
- Communication and Collaboration
- Maintain effective and timely communication with CECOE to understand requirements, clarify any ambiguities, and provide progress updates.
- Collaborate with the CECOE’s team, including subject matter experts, to ensure accurate and contextually appropriate translations.

- Qualifications and Experience
- Proficiency in Amharic, English, Af. Oromiffa, Tigrigna, Af. Afar, and Af. Somali languages.
- Proven experience in translating documents in Amharic, English Oromiffa, Tigrigna, Afar, and Somali languages
- Demonstrated experience in translating, editing, proofreading human rights, civic education, voter education manuals
- Excellent attention to detail and ability to maintain the integrity of the original text.
- MA or BA in academic qualification in language studies, political science, law, or a related field.
- Minimum of 5 years experience in translating documents in Amharic, English Oromiffa, Tigrigna, Afar, and Somali languages with a track record of producing high-quality materials.

The project is expected to be completed within a total of 25 working days, starting from the commencement date. The following milestones and deadlines will apply:
- Translation of documents in in all five languages (Amharic, English Oromiffa, Tigrigna, Afar, and Somali): Ten days

The translator will be compensated based on a per-page rate. The specific rate will be agreed upon during the selection process and will be documented in the contract. Payment will be made according to the following terms:

- The invoice should include a breakdown of the number of pages translated and the corresponding total amount.
The translator is expected to maintain strict confidentiality and not disclose any information related to the project or its content to any third parties.
Upon completion and payment, all translated documents and related materials will become the property of CECOE

About CECOE
The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) is a coalition of 176 Ethiopian CSOs working in the area of elections, human rights and democracy. Since its establishment, CECOE has observed the 6th general Ethiopian elections, the Sidama and South West Ethiopia Peoples’ Region referendums. Furthermore, the Coalition has been engaged in various advocacy and civic education activities. The I Vote digital voter education campaign which reached several million Ethiopians and an advocacy campaign to reform the electoral legal regime come at the forefront in this regard.
The meaningful and full participation of women and marginalized groups in the political process is one of the important things necessary for making a fundamental change in Ethiopian politics. In this context, CECOE across its all project implementations aims to ensure the inclusion of gender perspective. The Gender Mainstreaming and Inclusion Consultant will be serving as the lead for CECOE’s analysis and strategy development. This will involve the following tasks:
Currently CECOE in partnership with Netherlands Institute for Multiparty Democracy (NIMD) is implementing a project on enhancing the Participation of Women in Ethiopian Politics.
The scope of the assignment
The Gender Mainstreaming and Inclusion Expert is expected to ensure the application of the gender mainstreaming and inclusion principles across CECOE’s projects. The Expert will contribute to the design, implementation and monitoring of CECOE’s project activities.
Roles and Responsibilities
- Ensure timely and adequate implementation of activities according to the Project Document activity plans; this includes preparing a detailed work plan and performance monitoring plan to implement the gender mainstreaming components as per the Project Document and approved plans
- Ensure links and synergy with other projects under the overall guidance of the Project Manager;
- Review all concept notes and project documents prior to submission alongside the program team for donor approval to evaluate the application of the Gender and Inclusion concepts;
- Provide support to CECOE’s other technical team in developing training materials and providing training;
- Work closely with the program and M&E team to ensure that Gender Mainstreaming and Inclusion targets, indicators, and learning are considered and captured on a regular basis;
- Design and implement gender mainstreaming and inclusion strategy and activities at the organizational level;
- Provide technical guidance, resources, and tools on integrating gender and inclusion in the design, implementation, monitoring, and evaluation of international development programs and activities.
- Conduct gender analyses and assessments to identify gender gaps and develop strategies for addressing them.
- Contribute to the development, implementation, and monitoring of gender equality policies, guidelines, and frameworks.
- Design and deliver training programs and workshops to enhance staff and stakeholder understanding of gender issues.
- Support the development of gender-sensitive tools and resources to facilitate knowledge sharing and learning.
- Conduct research on gender-related topics, analyze data, and generate evidence to inform decision-making.
- Stay up to date with current trends, best practices, and emerging issues in the field of gender equality.
- Develop and implement gender-sensitive monitoring and evaluation frameworks to assess the impact of interventions and track progress towards gender equality goals.
- Provide regular reports on gender-related indicators and recommend corrective actions as needed.

Qualifications:
- Master’s degree in gender studies, sociology, international development, or a related field required.
- Minimum four years of experience in gender mainstreaming and social inclusion, evaluation and research, and program management required.
- Experience working as a Gender Specialist or in a similar role, with a strong understanding of gender equality and women’s rights issues, including in-depth knowledge of gender analysis methodologies, gender mainstreaming, and gender-responsive programming.
- Experience working on gender mainstreaming and social inclusion in the civil society sector is preferred.
- Experience engaging with community groups, local CSOs, government organizations, and advocacy groups is advantageous.
- Strong teamwork skills and commitment to collaborate with other staff.
- Strong interpersonal skills and ability to work well in a team setting.
- Creativity and enthusiasm to tackle new challenges.
- Able and willing to undertake field travel when required.

The overall Objective
The project aims to produce and broadcast thematic documentaries that spotlight exemplary social practices, institutions, and personalities contributing to the creation of an enabling environment for women’s active participation in critical political and social decision-making processes. These documentaries aim to showcase best practices, inspire replication across various sectors, and motivate women to engage meaningfully in professional environments and political affairs. Furthermore, the documentaries will highlight historical figures such as queens, empresses, and women political activists to illustrate the enduring and impactful roles Ethiopian women have played beyond traditional domestic spheres.
Scope of Work
- The scope of work involves conducting research and interviews with influential figures and institutions advancing women’s participation in decision-making processes. This includes developing detailed scripts and storyboards for each documentary obtaining filming permissions and location access and recruiting a professional film crew.
- The production must ensure high-quality audio and video recording, editing footage with visual enhancements, and coordinating broadcasting with television stations. The production company will manage project budget and expenses, establish timelines and milestones, prepare progress reports, document the production process, and engage stakeholders to ensure alignment with project objectives for enhancing women’s involvement in Ethiopian politics.
- The production company should prepare the narration script and get approval from CECOE- communication and project team to use it for the film production. The company should use the feedback given by CECOE to further improve the quality of the work. Following the comments, the film company shall polish and prepare the final work accommodating the feedback. Shall deliver the final production in soft copy.
Methodology
CECOE intends to produce and broadcast two thematic documentaries to showcase best practices, and encourage their replication across various sectors.
- The first documentary will focus on showcasing organizations that have become role-models in creating a work environment in which women can thrive professionally.
- The second documentary will profile exemplary women role models who managed to overcome barriers and have meaningfully engaged in political affairs. It will also explore how they managed to overcome the barriers and create impact, in order to motivate more women to engage in politics.
- The documentaries should embrace a diverse range of storytelling techniques, including personal anecdotes, historical narratives, and expert insights to create a multifaceted portrayal of women’s empowerment.
- Ensure visuals authentically represent the cultural context and diversity of women’s experiences in Ethiopia.
- Develop targeted distribution strategies to reach diverse audiences, including marginalized communities and youth, to maximize the documentaries’ impact.
Role and responsibilities
The Coalition of Ethiopian Civil Society Organizations Will
- oversee the project timeline, milestones, and budget, ensuring production stays on track.
- coordinate with the documentary production company to ensure deliverables meet the coalition’s expectations, and review and approve documentary concepts, scripts, and storyboards to align with the coalition’s stance on election integrity.

The production company will
- Research, identify and conduct interviews with exemplary social practices, institutions, and personalities fostering women’s involvement in key decision-making processes, per the documentary themes.
- Develop detailed scripts and storyboards for each of the documentaries, outlining key themes and narratives.
- Secure necessary permissions and access to filming locations.
- Recruit a professional film crew and talent for interviews. Arrange logistics for filming, including equipment rental and transportation.
- Ensure high-quality audio and video recording during filming.
- Edit and assemble footage to create compelling narratives for each documentary.
- Incorporate graphics, animations, and other visual elements to enhance storytelling.
- Fine-tune audio, color grading, and overall production quality.
- Coordinate with selected television stations for scheduling and broadcasting of the documentaries.
- Maintain detailed records of expenses related to production, post-production, and broadcasting.

Budget and financial service
An itemized estimated budget including VAT should be submitted by the interested parties along with the execution plan in separate documents so that all detailed costs of the consultancy must be presented in the financial proposal. The Payment will be made in favor of the client company after making necessary deduction of tax and VAT according to prevailing laws of the Ethiopian Government.
Intellectual Property
All outputs produced in this action shall remain the property of CECOE who shall have exclusive rights over its use.

CECOE has been carrying out several projects aimed at bolstering the political participation of these marginalized groups. Currently, with financial support from the European Union and in partnership with the Netherlands Institute for Multiparty Democracy (NIMD), CECOE is implementing a project on enhancing the Participation of Women in Ethiopian Politics.
Summary of the Position
Working collaboratively with other teams across the organization, the communications consultant will play a key role in undertaking high-quality communications works on women’s political participation and elections; assisting in developing & implementing advocacy strategies; and ultimately, preparing policy briefs. This will be done in the context of developing and promoting CECOE as a strong voice for improved participation of women in Ethiopian politics.
Responsibilities:
- Oversee the execution of all of CECOE’s Communication priorities.
- Collaborate with management to develop and implement an effective communications strategy based on CECOE’s target audience.
- Write, edit, and distribute content, including publications, press releases, website content, annual reports, speeches, and other outreach material that communicates the organization’s activities.
- Establish and maintain effective relationships with journalists, and maintain a media database
- Responsible for one or more aspects of the communications and/or public relations plan, e.g., media relations, membership communications, online/web page activities, and/or association profile.

These guidelines will serve as a vital tool for CECOE to manage sub-grants effectively, fostering a more sustainable and impactful engagement of its member organizations in various democratic and governance initiatives.
The development of these sub-granting guidelines is a critical step towards institutionalizing the grant management process within CECOE, thereby enabling the coalition to better support its members and achieve its overarching mission of promoting democratic values and practices in Ethiopia.
2. Objective
The primary objective of this consultancy service is to develop comprehensive sub-granting guidelines that will enable CECOE to award funds on a competitive basis to its member organizations, to engage in relevant programmatic areas.
3. Scope of Work
The consultant will be responsible for the following tasks:
- Review of Existing Documents and Practices: Analyze CECOE’s existing documents, practices, and strategies.
- Benchmarking: Study sub-granting guidelines of similar organizations/consortiums to identify best practices and benchmarks.
- Stakeholder Consultation: Conduct consultations with key stakeholders, including Donors, CECOE Boards, secretariat, and CECOE member organizations, to gather insights and recommendations.
- Drafting Sub-granting Guidelines: Develop a draft sub-granting guideline, ensuring it is comprehensive, practical, and aligned with CECOE’s strategic objectives.
- Validation Workshop: Facilitate a validation workshop with the Donors, CECOE Board, and secretariat to review and refine the draft guidelines.
- Finalization: Incorporate feedback from the validation workshop and finalize the sub-granting guidelines.
- Capacity Building: Provide a brief training session for CECOE staff on the implementation of the new sub-granting guidelines.
4. Deliverables
The consultant is expected to deliver the following:
- Inception Report: A report outlining the methodology, work plan, and timeline.
- Draft Sub-granting Guidelines: A comprehensive draft of the sub-granting guidelines.
- Validation Workshop Report: A report summarizing the outcomes of the validation workshop.
- Final Sub-granting Guidelines: A finalized version of the sub-granting guidelines, incorporating feedback from the validation workshop.
- Training Session: Conduct a training session for CECOE staff on the new guidelines.
5. Duration
The consultancy will be carried out for 15 working days.
6. Reporting
The consultant will report to the CECOE Project Manager and will provide regular updates on the progress of the assignment. The final deliverables will be reviewed and approved by the CECOE Project Manager.

The consultant should have:
- MA in Academic qualification in Project Management, Economics, Accounting, and Finance, or a related field.
- Minimum of 5 years experience in grants management, sub-granting, or related areas, preferably within civil society organizations, with a track record of producing high-quality materials.
- Strong knowledge of the Ethiopian electoral context and civil society landscape.
- Familiarity with the political and civic context of Ethiopia and experience working with civil society organizations.
