1. Background
The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE), in collaboration with NIMD and supported by the European Union, seeks to produce a 20-minute documentary highlighting Ethiopian women’s participation in media and public engagement. The film will profile women as candidates, activists, community leaders, and civic educators, showcasing their challenges, achievements, and contributions to public engagement.
2. Objective
The objective of this documentary is to:
- Highlight the lived experiences of Ethiopian women engaged in media and public engagement.
- Showcase their contributions and media advocacy journey.
- Inspire other women and girls to participate in leadership, public advocacy, and civic engagement.
3. Scope of Work
The selected production company will be responsible for the full production of a 20-minute high-quality documentary and a 2–3 minute promotional trailer, including all activities from concept development to final delivery, in close consultation with CECOE. The company will also provide progress updates and all supporting production materials.

- 20-minute high-definition documentary in MP4 format.

7. Evaluation Criteria

8. Timeline
The production company is expected to complete the entire documentary production process — from concept development, filming, to final delivery — within one month from the contract start date. Final submission of the 20-minute documentary and the 2–3 minute promotional trailer must be completed by November 5.

I. Background
CECOE is a non-profit and non-governmental civil society organization with more than 175 member organizations. CECOE was licensed by the F.D.R.E. Authority for Civil Society Organizations (ACSO) in 2019 with registration number 4748 under the Civil Society Organizations Proclamation 1113/2019, to enhance and coordinate the role of Ethiopian CSOs in election observation, voter education, preventing electoral conflicts, and providing capacity building and support for its member organizations.
CECOE is a committed member of the East and Horn of Africa Election Observers Network (E-HORN), African Election Observers Network (AfEONet), and a member of the Global Network of Domestic Election Monitors (GNDEM), which connects regional networks and individual monitoring organizations across more than 88 countries worldwide. Since 2019, CECOE has observed seven electoral events, deploying both Long-Term Observers (LTOs) and Short-Term Observers (STOs) for referendums and general elections. CECOE is currently implementing a project titled “Enhancing the Credibility, Transparency, and Inclusiveness of the Seventh General Elections of Ethiopia through systematic citizens’ election observation.” This initiative, supported by the Embassy of Ireland in Ethiopia, is focused on the planning and preparation for observing the upcoming 7th General Election.
II. The Position
CECOE is seeking to hire interns to support its election observation activities for the upcoming 7th General Election. The interns will operate under the auspices of the CECOE Secretariat, working closely with the CECOE staff, Member organizations, Regional Focal Persons, Zonal coordinators and observers. They will assist in processing data from observers to ensure accurate and timely reporting.
III. Primary Duties and Responsibilities
The Interns will be responsible for, among other things:
- Assisting in the recruitment of observers in coordination with Regional Focal Persons and Zonal coordinators.
- Verifying data accuracy from observer reports, checklists, and forms submitted by Regional Focal Persons, Zonal coordinators, and observers.
- Performing basic data cleaning, including identifying and correcting errors, duplicates, or inconsistencies in observation data.
- Supporting the generation of reports by organizing cleaned data, assisting with basic analysis, and preparing summaries.
- Contributing to the timely processing of observer reports to facilitate the quick dissemination of findings.
- Assisting with data entry, digitization, and archiving of information.
- Providing administrative support for data-related activities, such as maintaining contact management forms and tracking resources.
- Participating in quality control checks for training materials and simulation exercises as needed.
- Reporting any critical data discrepancies or issues to the Management Team.
- Undertake additional tasks as assigned by the immediate supervisor.
IV. Required Qualifications and Experiences
- Minimum of a diploma or Bachelor’s degree in fields such as law, political science, information technology, statistics, social sciences, or a related area.
- Basic proficiency in data handling tools such as Microsoft Excel, Google Sheets, or similar software; familiarity with data cleaning techniques is an advantage.
- Amharic and English fluency, both spoken and written, are required. Knowledge of local languages relevant to assigned regions is preferred.
- At least 3 months of experience or relevant internships in data entry, administrative support, or CSO-related activities; experience in election or rights-related work is a plus.
- Strong attention to detail, organizational skills, and ability to work under supervision in a team environment.
- Excellent basic oral and written communication skills in English.

The project will be implemented in partnership with CECOE, Bright Future, and Ethiopian Women Rights Advocates (EWRA) across multiple regions of Ethiopia, through civic engagement hubs, digital learning platforms, sub-grants, training, and advocacy initiatives.
Position Summary:
The Grants Officer will be a critical member of the Program and Admin Team, reporting directly to the Finance and Admin Manager. The Grants Officer will also serve as the system administrator for the CECOE’s grants management database and as the project lead for system migrations.
Job Description and Responsibilities:
Grant Management:
• Maintain working knowledge of the CECOE’s programs and priority funding areas and remain abreast of current research, activities, and trends in the CSO sector.
• Monitor grants for legal, financial, and program compliance including but not limited to ensuring that grant requirements are correctly documented in the grant files and database.
• Monitor and document the grant making workflow processes, forms, templates, reports and data to assure full compliance with internal controls and legal requirements.
• Generate reports and data analysis for the program and finance&Admin team or board.
• Problem-solve complex grant scenarios; consult/liaise with finance and/or legal counsel.
• Work with finance to generate reporting required for compliance and financial statement audits.
System Administration:
• Manage implementation of a new grants management system and other technology improvements, including development plans and timelines, staff communication, testing and troubleshooting, documentation, training, and release cycles.
• Administer the current and future grant making database system, including managing data hierarchy, data quality, data retrieval, coding and reporting, particularly with respect to compliance, and monitoring, evaluation, and learning.
• Ensure all staff are aware and knowledgeable of grants management processes and technology to the degree their functions require. This includes designing dashboards and training staff of all departments formally and informally.
• Implement and maintain protocols for testing and reconciling data accuracy, and making timely and accurate database changes.
• Manage system upgrades, troubleshooting, and roll-out of updates including staff notifications and training.
• Develop training materials and standard operating procedures.
• Maintain electronic manuals and update the program section of policy and procedures manual.
• Document system procedure changes and trains users on any updates.
Grant Monitoring and Evaluation Responsibilities:
• Improve the way staff capture, access, and use grant making information to enhance programmatic and operational decision-making, produce accurate reports of grant making results, enhance grantee/grant seeker relationships, and enable learning; enhance supporting systems and tools.

2. Purpose of the Position
The Project Officer will ensure the smooth execution of project activities, working closely with consortium partners and regional civic engagement hubs. The officer will contribute to citizen education, capacity development of civil society organizations, women’s leadership initiatives, peacebuilding interventions, and documentation of best practices.
3. Duties and Responsibilities
The Project Officer will perform the following key tasks:
Project Implementation and Coordination
- Support the implementation of activities, including digital civic education, establishment of civic engagement hubs, peacebuilding initiatives, women’s leadership programs, and civil society capacity building.
- Coordinate with consortium partners (CECOE, Bright Future, and EWRA) to ensure timely and effective delivery of activities.
- Facilitate trainings, workshops, and civic engagement events in target regions.
- Provide technical and logistical support for sub-granting processes and mentorship initiatives.
Monitoring, Evaluation, and Learning (MEL)
- Track progress of project activities against work plans and results framework.
- Collect and compile data, case studies, and success stories from project regions.
- Contribute to outcome-level monitoring on citizen engagement, civil society best practices, and women’s leadership.
- Assist in organizing lesson-learning workshops, peer-to-peer forums, and conferences.
Capacity Building and Stakeholder Engagement
- Collaborate with civic engagement hubs to enhance the capacity of CSOs, women’s groups, and youth networks.
- Support mentorship, training, and grant management for emerging CSOs and community-based initiatives.
- Facilitate dialogues, forums, and campaigns to promote civic education, peacebuilding, and women’s rights.
- Establish strong working relationships with local government bodies, CSOs, media, and community leaders.
Reporting and Documentation
- Prepare periodic progress reports, activity briefs, and updates for internal and donor reporting.
- Ensure proper documentation of activities, financial compliance (in collaboration with finance staff), and lessons learned.
- Support the dissemination of communication materials, including policy briefs, commentaries, media campaigns, and advocacy content.
4. Required Qualifications and Experience
- Bachelor’s degree in Law, Political Science, Human Rights, Development Studies, Gender Studies, or related fields (Master’s degree is an advantage).
- Minimum of 3–5 years’ relevant experience in project coordination, civic engagement, human rights, or peacebuilding.
- Demonstrated experience working with CSOs, women’s rights organizations, or governance initiatives.
- Knowledge of civic education, peacebuilding, and women’s leadership programming in Ethiopia.
- Strong skills in organizing trainings, workshops, and community dialogues.

1. Background
The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) is a Coalition of over 180 civil society organizations (CSOs) engaged in the areas of elections, human rights, and democratic governance. Registered under Ethiopia’s Civil Society Organizations Proclamation No. 1113/2019, CECOE has played a pivotal role in election observation, civic and voter education, electoral advocacy, and inclusive political participation.
CECOE has observed the 6th general elections of Ethiopia and regional referendums in Sidama, South West Ethiopia Peoples’ Region, South Ethiopia, and the Wolaita Zone rerun. It has undertaken robust advocacy, including the “I Vote” digital campaign, and contributed to the legal reform process in the electoral space. CECOE is also committed to inclusive participation by targeting women, persons with disabilities (PWDs), and internally displaced persons (IDPs).
As CECOE grows in influence and scope, there is a need to strengthen its governance structure, particularly the Board’s operational framework and advisory mechanisms. This assignment seeks to recruit a consultant to develop internal rules of procedure for CECOE’s Board and to design a concept note for an Advisory Committee to guide the Board during electoral periods.
2. Purpose of the Assignment
To support CECOE’s effective governance, the consultant will be tasked with:
- Developing clear and comprehensive internal rules of procedure that:
- Define the Board’s decision-making processes during CECOE’s citizens’ election observation
- Clarify the roles and responsibilities of Board members during CECOE’s citizens’ election observation.
- Establish oversight mechanisms during CECOE’s citizens’ election observation; and
- Propose procedures for evaluating Board effectiveness and performance during CECOE’s citizens’ election observation.
- Ensure the Board functions effectively during critical periods, particularly in overseeing the development, review, and approval of election observation reports.
- Designing a concept note outlining:
- The purpose and structure of an Advisory Committee for the CECOE Board during the election.
- Options and models for advisory mechanisms based on comparative experiences from citizen observer groups (e.g., CODEO-Ghana, TMG-Nigeria, ELOG-Kenya, EISA-South Africa, NAMFREL-Philippines, and ADR-India);
- The selection criteria and appointment processes;
- Scope of work during election and non-election periods.
- The rationale for establishing the Advisory Committee:- particularly its role in enhancing the technical quality, neutrality, and credibility of CECOE’s election observation reports.

- Develop the internal rules of procedure, including formats/templates for decision-making, performance review, and meetings;
4. Methodology
The consultant is expected to employ a participatory and context-sensitive methodology that may include:
- Desk review of legal frameworks, relevant CECOE documents, and international best practices;
- Key informant interviews and/or focus group discussions with Board members, CECOE staff, and relevant stakeholders;
- Comparative analysis of advisory committee models from peer organizations.
- Presentation of draft outputs to CECOE for feedback and refinement.
5. Deliverables
The consultant shall submit the following deliverables:
- Inception Report – Including methodology, work plan, and timeline (within 1 week of signing the contract);
- Draft Internal Rules of Procedure for CECOE’s Board;
- Draft internal rule of procedure for the Advisory Committee;
- Facilitate Validation Workshop – discussing the drafts with CECOE stakeholders;
- Final Internal Rules of Procedure (revised based on input);
- Final Advisory Committee Concept Note (revised based on input).
- Submission of activity reports.
6. Duration and Timeline
The assignment is expected to be completed within 20 working days from the date of contract signing. A detailed schedule shall be agreed upon during the inception phase.
7. Required Qualifications and Experience
The ideal consultant should possess the following:
- Advanced degree in Law, Public Administration, Political Science, Governance, or a related field;
- Proven experience in institutional governance, civil society strengthening, or organizational development;
- Demonstrated ability to draft governance policies, rules of procedure, or bylaws for CSOs or Boards;
- Familiarity with the Ethiopian legal and civil society context;
- Strong analytical and writing skills;
- Knowledge of election observation and advisory practices in Africa and Asia is an added advantage.
